My 9 month pup got over her periods a week ago and today all of sudden her valva is swollen and red. she keeps on licking it. Is it normal? I can attach a photo if asked

No discharge or bleeding.

You can consider this as normal. The first stage of heat called proestrus lasts for 7 to 10 days which comes with vaginal bleeding. The second stage is Estrus where bleeding may stop at any time and it lasts for 5 to 10 days. Licking genitals and swollen vulva are the major signs. For confirmation you can get vaginal exfoliative cytology done.
