Hi Dishon. Can’t say but one of the main reasons for licking paws is boredom. Distract him while he licks. Use Elizebethan collar. It might lead to secondary bacterial infection or lick granuloma if the vice continues. Anyhow, you can use Digyton syrup.

Dear fellow animal lovers, I recently rescued this adorable boy, and he urgently requires medical attention. I humbly appeal to each of you to extend your support for his treatment. Even a small contribution from you can significantly impact his life for the better. Facing a shortfall in funds for his care, I am determined not to let him suffer due to a lack of financial support during this critical time. I have initiated a fundraiser to ensure he receives the treatment he desperately needs. He is currently suffering from fluid accumulation throughout his body, causing him immense pain and hindering his ability to walk. Please, let's come together to support him on his road to recovery. Your kindness and generosity can make a world of difference to him. I have 7 months old shihtzu, I noticed some red spots near his genital and pee area. Is it normal? Often seen him licking there as well.
