My dog is constantly itching her ears and butt and shaking her head. I checked for fleas and ticks but she doesn't have them. What could be the reason?

Check for the ear mites also because when ear mites are there pets shake there head a lot and also bend head towards one side

About 10 ago. Yes they checked under microscope

I have a female persian cat, she's 6 months old now. She just doesn't poop or pee in the litter box, and goes wherever she wants to. I'm tired and fed up of this behavior and have tried everything from changing the litter to putting drops in the litter, taking her to the litter box when she poops and also giving treats. My dog has been infested with so many fleas. It’s become unbearable. We tried flea powders, shampoo, and spot on. But nothing worked. Is there any sort of vaccination from a vet that can help get rid of fleas???
