Hi! My female labrador (9 months now) is having her 1st heat. Today is the 9th day of her heat but she is constantly licking herself from yesterday. Is this behavioural change normal?

Hello. Yes it's absolutely normal to lick the back region constantly during heat.

Hi, like the other doctor correctly pointed out it's normal for female dogs to groom themselves a little extra during estrus. But if you can check her to see if there is any abnormal discharge/ infection around that area would be better. Also help her by cutting the extra fur around that area and clean her with a clean wet cloth after she comes back from a walk. This will help to maintain that area clean and prevent infections.
