Hi, my dog rolo(male)2.8yrs old, having these sudden itchy rashes, he has was licking and and sort of bitting, we applied chamomile tea patch, has little relief from tea, what is this?

Hi ,I noticed a small wart sorts which is bleeding lightly on my indie pup (9 months old). The vet whom I generally consult is off today since it's Sunday.
