Hi Shivangi. Yes. It looks inflamed and may be infected. It could be due to a bacterial/fungal infection. Or could also be due to contact allergy or any infectious disease. A proper clinical examination with cytology and blood test would help for the correct treatment. You can book a home consultation with a vet for the same.
