You should purchase the leash with collar or harness. To start with you can take collar along with leash as puppy is very young and after 3-4 month you can get harness that would be better.

As the shihtzu is very young, you can either get a Cat harness to start with leash training, or you can use a soft collar just to get them acquainted to the collars but we don’t recommend pulling on the collars as at this age their neck region is very delicate.

As they grow, you can pick either collar or harness, just ensure the pet is leash trained and they don’t pull you on walks as it causes damage to their bones. H-type harnesses are considered the safest, but you can pick up any based on your pet’s comfort.
