This is called pigmentary keratitis, it's fairly common in pugs. This happens due to chronic dryness and irrigation caused by the skin fold around their face. You can use tacrolimus ointment to prevent this from progressing further along with artificial tears to reduce dryness. This should be monitored closely by a doctor because it can potentially impact your pet's vision.
