There are community cats but we stay in 6th floor and our cat does not go downstairs. It could be because of the scent?

Hi, my dog isn't eating anything properly nor does she pees or poops. We gave her the prescribed medicine by kuddle vet. I thought she'll get better but she's only getting worse and weak. Also, she's not active☹️
