Why my one and half month old golden retriever puppy vomits like this?

The most common reason would be acidity caused by too much gap between his meals, make sure you feed once in 6 hours. Also the consistency of food should be kept very soft at this age. Avoid giving milk, some dogs can be lactose intolerant. What food are you giving him?

I am feeding him cerelac of wheat apple flavour with water

I will give him his food at 10pm in the night and morning at 7-8 am... Is this cause of his vomiting?

My vet said to feed him 4 times a day with the quantity of 70 to 100gm.

And this schedule worked for him. Try cerelac without Apple. The plain cerelac worked really well
