My dog is constantly itching her ears and butt and shaking her head. I checked for fleas and ticks but she doesn't have them. What could be the reason?

Hi, my male dog Benji he is 2 years old and all of sudden from this noon he is shivering and unable to even stand and walk ... he had only his morning food at 2.00 pm can anyone help me saying how to recover him from this point
