That looks like an engorged tick. Ectoparasitic control in pets is very essential. Use Fiprofort plus spot on (select based on body weight) along with Erina EP shampoo which can be used before applying spot on.

Yes! You can use forceps or tweezers to remove it. But be careful and make sure whole tick comes off and the mouth parts don't remain in the skin.
