For peeing wherever u want to pee him make him pee at that area on a paper and put that paper always so he will smell and pee there only next time

I have a 1.9 year old lab who is perfect in my eyes. He has hip dysplasia and was recommended from my vet that neutering him is not suitable because he might gain weight which is not ideal for dog’s with hip dysplasia. So i need a second opinion, any help is appreciated.
