My dog has dry eyes and I took him to the vet and vet told me that he isn't able to produce tears, so I just want to know the right way to treat him before I do anything

My 5 and half month old english cocker spaniel weighs 14 kg. When I check online it is the max weight a cocker spaniel can grow when he is an adult.
Is this normal for a puppy for that age to be almost reaching equivalent weight of an adult ?
I give him pedigree and ocassional boiled chicken and egg meals and boiled veggies. 95% he is on pedigree ( chicken and milk)

He is healthy and doing fine and I take him to walk 3 times( 20 minutes each time)
